After a dour first period, Exeter found some attacking impetus after the break and deservedly broke the deadlock when Sonny Cox converted a Jack Aitchison cross from close range.
A massive three points came under serious threat deep into injury time, when Wycombe were awarded a dubious penalty but goalkeeper Vili Sinisalo guessed correctly to deny Luke Leahy, and City had their victory.
Managerless Plymouth Argyle earned their second successive draw since the departure of boss Steven Schumacher to Stoke City, Morgan Whittaker scoring both goals in an entertaining 2-2 at Cardiff City. Torquay United, meanwhile, slumped to a gloomy 1-0 loss at home to Truro City.
