The public toilet block in Lace Walk car park could be demolished and rebuilt if planning is approved.
Application 23/2391/PDMA was submitted by Kingston and Scott on behalf of East Devon District Council (EDDC).
The scheme is part part of the EDDC Public Toilet Investment Programme which aims to renew the public convenience facilities across East Devon.
A spokesman says the loos are: "Faulty, dated public convenience buildings which fail to provide adequate accessible facilities, suffer from antisocial behaviour and are inefficient and costly to run and maintain will be upgraded."
The plans include creating a single access cubicles with a mix of unisex, gender specific and accessible WCs. The proposed design will be more efficient, cheaper and easier to run and maintain than the existing and will better serve the community and visitors.
The accessible and pedestrian routes and zones leading to the high street will stay, but some 'light touch place-making' around the new public facilities to provide a pleasant place and discourage anti-social behaviour.
The building will sit on the footprint of the existing and will back onto the gated storage area which is on the current site.
Urban planting at either end of the building will brighten the area and encourage bees and other insects to the area which links to a series of green spaces and gardens to the south.
A new bicycle rack will be installed as part of the council’s ambitions for green and healthy travel.
A water bottle refill point will be included as well. Lastly, solar panels on the roof of the building will allow the site to produce renewable energy to power the building.
The spokesman added: "Overall the new provisions of this public toilets include two accessible cubicles and five unisex which will greatly benefit the site and those who visit Honiton.
"They will form part of the essential infrastructure which will support tourism in the area and thus the local economy."
The application has been submitted and will go before planning officers at East Devon District Council before they decide to approve or refuse the application.
